But the question is - Is the fact they opted not to charge the officer an admission that (a) police are above the law, (b) marijuana penalties are excessive, or (c) both?

Good question, I would think that it says a lot about the treatment of normal citizens vs. officers of the law. It is a classic clip though.  Also shows how little the police officers really know about the very things that they are locking people up for.
