pennsylvania: do we need more signatures for a vote?

I was wondering if more signatures are needed for 1393 and companion bill?
And....I am searching for a "paper form" petition.
I can obtain more signatures from people who do not have internet access and
are unable to sign petitions on line.
Any suggestions? Or will I have to design the petition myself?
